PROJECT AKTIV-IMPLEMENTATION AND SYSTEMS INTEGRATION OF ENTERPRISE ASSET MANAGEMENT

INVITATION TO BID


AboitizPower Distribution Utilities (Visayan Electric Company, Inc., Davao Light & Power Company Inc., Cotabato Light & Power Company, Subic Enerzone Corporation, Mactan Enerzone Corporation, Balamban Enerzone Corporation, Lima Enerzone Corporation, and Malvar Enerzone Corporation) through their Bids and Awards Committee (BAC), invite all prospective bidders to apply eligibility and bid for the:


1. Name of Project: Project Aktiv - Implementation and Systems Integration of Enterprise Asset Management


2. Project Scope:

1 lot: Implementation of Enterprise Asset Management System - Oracle Utilities Work and Asset Cloud Service (WACS), Oracle Field Service (OFS), Integration, Customer Report Development, and Fixed Assets Implementation to support these processes: Plan to Build (Network, Non-network and other major projects), Plan To Build (Requests and Applications), Operate to Maintain - Asset Maintenance, Work Order Management, Resource Management, Contract Management and Timesheet Billing, Property Management, Procurement Planning, Material and Service Procurement, Material Receiving, Service Receiving, Material Release, Material Returns, Material Selling and Disposal. Record to Report - Asset Capitalization and Retirement.


3. Distribution Utilities that will use the Enterprise Asset Management Solution:

4. Bid Document Fee: Php 50,000 (non-refundable) payable upon bid submission.

Procurement will be conducted through an open competitive bidding procedure. To bid for this contract, the prospective bidder (the “Bidder”) must first submit a Letter of Intent (LOI) and meet the following eligibility criteria before being considered for technical evaluation:


1. The Bidder must have been operating as a business for at least ten (10) years by the time of the Pre-Bid Conference.

2. The Bidder must have implemented Oracle’s WACS (any version) to at least two (2) distribution utilities as clients each with at least a customer base size of (1) one million customers using Oracle WACS. If bidder cannot disclose the customer base size, the corresponding energy output produced by all DUs should be at least 6GWh or an asset base at least 4 million assets. These clients must be geographically located separately in at least two (2) or more countries.

3. The Bidder must not have been blacklisted or disbarred/sanctioned by any national agency, foreign governments, international organizations, local and international financial institutions, and other procuring entities.


Bidders may associate with each other to complement their respective areas of expertise, strengthen their technical capabilities to become eligible and provide a competitive proposal. Interested bidders may submit their LOI and address their queries to the Bid Manager, Mr. Herbert Lariego, thru email at herbert.lariego@aboitiz.com. Interested bidders must sign a non-disclosure agreement prior to the release of the Bidding Documents.


The Bid Manager shall issue the Bidding Documents (BD) to complying parties via email, during office hours, after payment of the Bid Document Fee.


The Bid Manager will hold a Pre-bidding Conference to discuss the details of the project and questions arising from the BDs, on Sep 6, 2024 @ 1:30 PM at Aboitiz Corporate Center, Gov. Manuel A. Cuenco Ave., Kasambagan, Cebu City, Philippines. The same meeting may be accessed online through Google Meet with the meeting link provided together with the issuance of the BDs.


The Bids and Awards Committee reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without hereby incurring any liability to the affected bidder or bidders.
